According to the Order of the General Administration of Quality Supervision, Inspection and Quarantine of the "Safety Supervision Regulations for Hoisting Machinery", in order to strengthen the safety supervision of hoisting machinery, prevent and reduce hoisting machinery accidents, and ensure the safety of people and property, this Regulation is formulated in accordance with the "Special Equipment Safety Supervision Regulations". The manufacturing, installation, transformation, maintenance, use, inspection and supervision of lifting appliances and their supervision and inspection shall comply with these regulations. It has been deliberated and approved by the General Administration of Quality Supervision, Inspection and Quarantine Bureau meeting on November 27, 2006, and is hereby announced for implementation from June 1, 2007.

General rules

There are seven chapters and forty-six articles in the "Regulations for safety supervision of hoisting machinery".The first chapter is the general rule, which has three specifics.

1. Article 1

In order to strengthen the safety supervision of lifting machinery, prevent and reduce accidents in lifting machinery, and ensure the safety of people and property, these regulations are formulated in accordance with the "Special Equipment Safety Supervision Regulations".

2. Article 2

The manufacturing, installation, transformation, maintenance, use, inspection and supervision of lifting appliances and their supervision and inspection shall comply with these regulations. The supervision and management of the installation and use of hoisting machinery for building construction sites and municipal engineering sites shall be implemented in accordance with the relevant laws and regulations.

3. Article 3

The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as the General Administration of Quality Supervision, Inspection and Quarantine) is responsible for the safety supervision of cranes throughout the country, and the local quality and technical supervision departments at or above the county level are responsible for the safety supervision of cranes in their respective administrative areas.
